We provide individual property level analyses to Local Authorities to help them meet their Housing Conditions Survey obligations as efficiently as possible – and to support PRS licensing to ensure landlord compliance. We can provide any UK Local Authority with a full breakdown of the PRS stock under their jurisdiction - including property attributes, transaction history, rental costs, energy performance (EPC) data and more. In partnership with Elanev, we also inform Housing teams of the individual properties which should be prioritised for investigations where vulnerable consumers are likely to be renting in poor living conditions.Accurately target unlicensed HMOs for rapid return on investment
Our innovative ‘HMO Discovery’ solution has proven over 90% accurate in identifying unlicensed HMO candidate properties to target for priority investigation, so that local authorities can focus the efforts of their often under-resourced housing teams as efficiently as possible. Using an advanced data-driven scorecard which combines our own rich data assets with inputs from partners such as Equifax and the Royal Mail, we rank the PRS stock to identify those properties most likely to be HMO. This file is cross-checked with current licensing data so the net file of properties can be targeted for priority investigation, to enforce licensing, levy fines, ensure landlord compliance and achieve a rapid, significant return on investment.The National Cladding Dataset & accessible EPC Data
Alongside our more strategic solutions, we also provide stand-alone datasets where required. Many local authorities use our live National Cladding Dataset, developed in partnership with 600 RICS surveyors, which provides the current cladding status of the 485,234 residential dwellings in High-Rise MDUs (18m+ tall, 7+ storeys) and the 636,770 residential dwellings in Mid-Rise MDUs (11-18m tall). We also provide comprehensive and readily accessible EPC (Energy Performance Certificate) data including the current and potential future energy ratings and carbon emissions at individual property level, to support local authority housing teams with PRS licensing and tenant welfare.Council tax revenue protection and fraud detection
Using property sale and rental transaction data from our strategic partnership with ZPG (Zoopla Property Group) and a range of other data inputs, we provide a further range of services to help local authorities identify: excess homes which missing from the Council Tax register, void properties where there is undeclared rental activity, hidden sublets and more. As these services are transaction-based, we are able to alert local authorities to such issues in real time, as opposed to using credit bureau alert services which often rely on consumer input and are commonly subject to 3-6 months delay, or even more.
- In early 2023, Coventry City Council became one of the first local authorities to adopt the HMO Discovery solution and began investigating candidate properties which our unique scorecard identified as being likely to be HMOs, which were not licensed. Coventry City Council has already realised a 10x return on investment through fines and collection of additional licensing revenue, from completing investigations into only just a small proportion of high priority cases to date, with a success rate of 95%. The HMO Discovery solution has also helped to expose portfolios of multiple unlicensed properties owned by individual landlords, from single investigations.
